Each year, the Wisconsin Bowhunters Association holds it's Annual Broadhead shoot at Kennedy Park in New Lisbon, WI. Each year, it's held the weekend prior to the archery season opener. This year, it falls on Labor Day Weekend. It's only open to members but this year we are kicking off a promotion that may interest you. By signing up, you are entered into the drawings for a Mathews Reezen, A Tennessee Wild Boar hunt and a North Dakota Mule deer or Whitetail hunt.

Last year, there were folks that wanted to participate but they did not have an extra head to spare. I hope we got the word out to people but just in case, I have gone through my stash of spare heads and put together what will hopefully suffice for those that did not plan ahead. I will have a variety of newer and older heads on hand. It seemed that thunder heads were the most popular at last years shoot so I have a half dozen ready as well as Spitfires, Muzzy, Razorcap etc.

There are several reasons to attend this year's event, especially if you're not currently a member. I hope you consider attending.

Because the fall hunting season is fast approaching, the DNR asked that all hunting groups help them by getting out the word on the rules and fees for the youth mentored hunting program that the Governor signed into law yesterday. Please spread the word to all your hunting friends and family and take a kid hunting.

SUMMARY OF THE HUNTING MENTORSHIP PROGRAM - Restrictions & Requirements

Rules that apply to the Hunter:

Must be at least 10 years old.

Must have the appropriate valid hunting license, permits and tags.

May only hunt while within arms reach of a mentor - regardless of the hunter?s or the mentor?s age.

Must follow all other hunting laws, seasons and bag limits.

Even if they have already passed a hunter education course, 10 and 11 year olds may only hunt when hunting with a mentor and comply with the hunting mentorship program rules (one weapon, arms reach, etc.).

There is no limitation as to the number of times/years a person hunt as a mentored hunter. Rules that apply to the Mentor:

Must be at least 18 year old.

If born on or after 1-1-73, must be a hunter education course graduate, or have completed basic training with the U.S. Armed Forces,

Must be the hunter?s parent or guardian, or have the permission of the hunter?s parent or guardian before taking a person under age 18 hunting

Must have a current year?s hunting license. Type of hunting license does not matter unless the mentor will also be hunting, in which case they must have the appropriate valid hunting license, permits and tags for species they will be hunting.

Only allowed to serve as a mentor for ONE hunter at a time if the hunter is either:

age 10 or 11, or was born on or after 1-1-73 and has not taken and passed a hunter education course.

Rules that apply to both the Hunter & Mentor:

Only ONE firearm, bow, or crossbow (if eligible for a crossbow permit) can be possessed jointly by the hunter and the mentor.

All the hunting regulations had been printed or sent to the printer before this new law was passed. We are working to direct as much traffic as possible to web and call center. At the link below, we have created a Mentored Hunting webpage. This page will contain information regarding mentored hunting. We are taking out ads in the September 1 edition of the Outdoor News and On Wisconsin Outdoors that encourage participation and direct people to the web or call center for information. We are also producing a series of short videos that outlines the opportunities the new law presents and the conditions under which mentored hunting must be carried out. The first video should be available next week some time.

IDENTIFYING WHO IS HUNTING UNDER THE MENTORSHIP PROGRAM, AND WHO IS NOT?

When any person age 10 or 11, or any person born on or after January 1, 1973 who is older than 11 but who has not yet completed hunter education, purchases a hunting license, that license and backtag if applicable, will indicate that the hunter is a ?Mentored Only? hunter. This will be printed in the Hunter Ed. Cert. space on the license/backtag. This will identify to the warden that the license holder is someone who must be within arms reach of their mentor and that there should only be one firearm or bow possessed jointly between them. In addition, attached to each "Mentored Only" hunting licenses will be a short list of the key restrictions that apply to the hunter and the mentor. Attached below is what this will look like. It also shows how/where the "Mentored Only" words will be printed on the license/backtag.

This committee was formed by the Natural Resources Board in response to the EAB restriction being suspended indefinitely. The Earn-A-Buck Alternative study committee is charged with formulating season structures and incentives to increase antlerless deer harvests during all seasons in areas that may have populations above prescribed goals. You might be asking why the NRB would form a committee to come up with ways to further reduce the deer herd? I know I asked the same question. As a committee member we were told that we could not expand the charge of our group to focus on the reasons many hunters are unhappy about the current deer management plan and that discussions of improving the accuracy of population estimates and increasing the over winter goals were "off the table". Committee members had the play the cards we were dealt so in keeping with the scope of this committee, we came up with some ideas that will hopefully reduce the need for such thing as EAB in the future. 


Committee members want to gather public input on the proposed ideas so a public survey has been created to give you a chance to view the options and provide input. Once the results from this survey are collected, our committee will be using that data to gauge the support of the season structures we have developed and adjust them according to your input. This survey will go live on Sat. July 25 at noon. If you go to the survey now, you will be told to come back on the 25th. In order to meet our deadline, this survey will only be available for a very short time, ending on July 28th, . This survey will include a comment section and you may wish to let the NRB know your views about herd management and the issues causing hunter frustration. Please make sure to pass this survey along to all of your deer hunting friends so we can maximize the amount of public input.

Whitetail Deer / results of DMU Goal process

The last time I updated you on goal setting was after I attended the deer committee meeting where 18 (of 131) units saw a goal change. 5 were goal reductions and 13 were increases. Now the Wildlife management team has had their chance at goal setting and have sent their recommendations to the Secretary for approval. That was on June 4th and we were asked not to make the numbers public until it went to the NRB. That time has now come and the changes are now public.

There are now 16 changes. 3 goal reductions and 13 increases that break down as follows. (all numbers are in deer per square mile of range totals)


Unit 3 goes from 16 to 15

Unit 6 goes from 12 to 15

Unit 14 goes from 14 to 18

Unit 49A goes from 25 to 20

Unit 57 goes from 22 to 25

Unit 59B goes from 15 to 20

Unit 59M goes from 10 to 15

Unit 60A goes from 20 to 25

Unit 60B goes from 20 to 25

Unit 60M goes from 10 to 15

Unit 64 goes from 20 to 25

Unit 64M goes from 10 to 15

Unit 68B goes from 30 to 25

I have attached a map since most folks don't know where all the units are in the state.

They now go to the NRB and then public hearings in July/August. Then it's back to the NRB in Sept to finalize. It then goes to the Legislature who has 120 days to review/comment/change. After that, the goals are set for a period of 3 years, starting in 2010.

The net result of these changes means a statewide increase in the overwinter population of 11,574 deer which raises the state wide over winter goal to roughly 749,000.

(Note* per DNR estimates, we have successfully over wintered in excess of 1 million deer in 10 of the last 14 years, including last year)

While this is a step in the right direction and certainly a result of an incredible amount of hunter involvement, it falls short of what many had hoped for in the 115 units that saw no change and is the exact opposite of what hunters wanted in the 3 units that saw a decrease.

Archery / Youth Mentored Bowhunting needs your help

The Youth Mentored hunting bill is making its way through Madison after successful hearings in both the Senate and Assembly. It seems destined for passage and even the Dept. spoke in favor of this bill but like all things that are going well, something has come along that threatens to jeopardize the Bowhunting component of this bill.

The Youth mentored hunting bill allows for only one firearm in the possession of the mentee but the bowhunting portion allows for a bow for both the mentor and the mentee because unlike a firearm a bow is fitted for a singular user (especially if one of the hunters is a younger individual or female) As of today, all was going well with the wording but now, Assembly Representative Louis Molepske Jr. from the 71st assembly district want to add an amendment that would remove the two bow allowance and change it to one bow between the two hunters.

It's important that constituents from Representative Molepke's District call his office and let him know that the bill should go forward as worded to allow both the mentor and the mentee to have a bow.

Assemblyman Molepske's district (71) covers the following townships and cities in central WI.

Here are some that caught my eye (that passed) there are others that are equally interesting that didn't pass, such as a ban on all bear hound hunting and bear bait hunting from Dane County which also produced a proposal to ban trapping in WI. and another from Dane to ban beaver trapping. I think we can guess which animal rights group in Dane county was behind that. In all, there were about 200 floor resolutions but a few were duplicates (such as 18 that passed to increase the over winter deer population).

Whitetail Deer / What does "At Goal" look like?

Now that the first hurdle has been crossed, it's time to focus on the core issue which is the over winter goal. I have been saying for some time that once we get to goal, most hunters would not like it. Using the DNR's DMU Master table (which lists expected harvest values in an "At Goal" scenario) and gathering up the harvest data from all the 2008 deer seasons, I put together a spreadsheet and this map comparing your season last year to what you can expect if the over winter goal of 737,000 is realized. I wish I had completed this task prior to the Madison hearing but there is time to get this info into the hands of those that have supported us.

This is why I had my over winter goal increase resolution submitted in about 15 counties. The goal is the next target that will be focused on with greater emphasis. Raising the Over Winter goal is what myself and a few others have been advocating while sitting on the DMU goal advisory board. That board meets again on Sat. (April 25).

Whitetail Deer / First results from Madison Deer hearing

As a result of the hearings held by Rep. Hraychuck and Senator Holperin, The letter attached was sent to DNR Secretary Matt Frank prior to the Natural Resources Board hearing today (Wednesday April 22 ).

I am pleased about the wording in this letter. It's clear that the testimony of those involved had an impact on legislators. While no one group is named specifically (short of the mention of organized sporting groups) it's clear that the hunting groups that took the time to show up and testify were well received and our message was loud and clear. A word of thanks to the Bear and Turkey hunter groups, the Hunter's Rights Coalition, Wisconsin Hunters United, Hunters Alliance for Regulatory Communications as well as other groups for standing together for deer hunters (both bow and gun). Most importantly, special thanks should be extended to both Rep. Hraychuck and Senator Holperin for conducting these hearings that addressed the concerns of deer hunters.

The wording in the letter below says it well. "EAB should be suspended indefinitely."

The process of correcting this situation has begun and hopefully the above mentioned groups will be asked to have a role in improvements that will hopefully be made to population estimates in whatever capacity we are able. Other states like Iowa use Bowhunter field observation surveys as a way of monitoring population trends. Due to the extended period of time bowhunters are in the woods, these groups would do well to implement a voluntary field observer program to assist the Dept. in monitoring local deer populations. These groups might also consider volunteering for the independent deer counts mentioned in the attached letter or making a donation to an independent group that performs such a task. Assisting the Dept. in obtaining accurate deer population estimates is something in which we should all have an interest.

Whitetail Deer / Have we shot past the target?

At the request of a writer for a small town newspaper, I spent some time looking over harvest data for the last few years and DNR population goals since a lot of talk has surfaced about populations goals at the hearing on Wednesday and the fact that this is a DMU review year.  I wondered what harvests would be like if we ever got to goal. Goal is a pretty low number and I contend that most hunters will not like the harvest potential that an "At Goal" scenario will bring.  I looked at a few units and the 2008 harvest data. I picked units that were a mix of regular, Herd Control and EAB season structure.

Here are the DNR expected gun/buck harvests for those units when these units reach goal. This Document was given to me in Jan. as part of the DMU Goal setting advisory board paperwork that each member received. It lists the expected harvest for each DMU in an "At Goal" condition.

If you're like me, you noticed something. In 2008, these units experienced a gun/buck harvest that was below what we can expect even in an at goal condition to the tune of the following values:

I don't think it's a stretch to say that these units are likely, already below goal and that a cold wet spring effecting fawning did nothing to cause this sort of drop in the harvest of antlered bucks.

It should be noted that this includes the units that have been EAB units for the last 3 years and were originally slated for EAB in 09. The 08 harvest data was finalized back in Feb. and the initial season structure map was released back on March 5th and it was the above data that was used by the Dept to make the map (as well as SAK estimates). That season structure map included many EAB and Herd control units even though the harvest data showed totals far lower than would be realized even if those units were at goal.

Why then was the initial EAB and Herd control season structure presented? and why  does current SAK data show so many units above goal? At the Wednesday hearing, I was asked what I thought the current population was. I said that I thought there were roughly 780,000 deer on the landscape today and that we are far closer to goal than DNR is estimating.  After reviewing this data, I am even more inclined to think that we are very close to an at goal condition on a state wide level and clearly FAR BELOW goal in much of the North.

While I have problems with current SAK population estimates, the above data used historic harvest trends to predict harvest rates when goal populations are reached. I compared that to actual harvest data from last year so I cannot understand why the early season structure map was released unless actual data was ignored in favor of SAK estimates telling the Dept, that the herd is still far over goal.

I apologize for the length of this post and for expressing my distrust in the SAK estimates. I seem to be beating a dead horse but no matter which way I slice this thing,  I keep coming up with data that tells me that SAK is a bucket with many holes in it.

Whitetail Deer / Madison deer hearing details and testimony

That is how Rep. Ann Hraychuck opened the joint hearing on deer population and hunter's concerns.

I got to Madison with a bus load of sportsmen and women that left from Buck Rub Archery in Pewaukee.



After an hour on the bus, talking hunting and deer issues, we hit the Capital.



And we were not alone. In no time, the chamber was filled to overflow status. Both hallways leading to the hearing room were also filled to capacity. I tried to get a picture that shows this but this was the best I could do without a flash. At one point, everyone was notified that the Capital Police said we were in violation of fire codes and that two additional hearing rooms that were wired for sound would be opened for anybody not registered to speak. I later visited one of those rooms after testifying and every seat was filled.



There was media set up in every corner that they would fit and then the Senators and Assembly-persons filled in to get the show on the road.



Rep. Hraychuck was the Chair. Seated to her left was Senator Holperin. Circled all around the room were various other members of both committees.



The first speaker was DNR Sec. Matt Frank. He presented his case well and when finished, took a lot of really tough question from the Legislators. Some he answered well and others he side stepped. Most notably was the question about the EAB threat map. Luckily there was somebody on hand who actually had the EAB threat map that Mr. Frank didn't seem to think existed and and handed it off to the legislators.  ;)

After his testimony, in which Mr. Frank said that the DNR will be listening and paying attention to the proceedings of the day, He left, never to return. He did leave behind a couple of lower level DNR staff to take notes.

After that, was a series of very well done testimony by many passionate speakers. I was able to speak 5th and hopefully did some good in getting the point across that the Dept. has lost touch with the deer population and that the Insurance industry seems to have a better handle on the population than the Dept.

After I testified, I stepped into the hallway and spend time talking with hunters who thanked me and everyone else for showing up to testify. it asked by many people and even the head of the WI Wildlife Federation for a copy of my presentation. I have attached it to the end of this post.

I hung around until 2:45 pm when our bus was scheduled to leave. I was impressed at the number of young kids from 8 to 15 that took the day off of school and came with their parents to see the process in action. I was also impressed with the number of females that not only attended but also testified.

All in all, it really was a great day for deer hunters in WI. Somebody is finally listening. My guess is that a bill (or bills) will be the end result but we will have to wait and see. At the very least, this will have effected deer hunting regulations going forward.
