I do agree we are in need of change.  What it is I don't have the answer.   I'm not sure that baiting issue is the answer.  The problem I have with making baiting illegal is the way it is being portrayed.  It seems like most think we need to get rid of baiting because we have unethical hunters breaking the law.  I don't see how making something illegal is going to stop those who are breaking the laws to start with start obeying them.  Using the same logic we should outlaw hunting because we have poaching going on or outlaw cars due to people speeding.  I know it is baiting is causing a lot of problems and maybe getting rid of it will resolve some, but you are always going to have them. 
I really think Chief Warden Randy Stark hits it on the nail in his four points needed.  I think we are there, but depending on CWD and more land being leased by private parties we could lose it.
