Six-duck daily bag limit? What's the DNR thinking?

Minnesota's surprise decision last week to adopt a six-duck daily bag limit is further evidence the Department of Natural Resources can't be trusted on issues of waterfowl management.

After two years of adopting a conservative four-duck daily limit - two birds fewer than federal rules allow - top DNR officials switched gears last week, ignoring the advice of the agency's internal 15-member waterfowl committee and its top waterfowl biologist, Steve Cordts.

The committee and Cordts recommended the four-duck limit, and over the years, it has been unusual for the commissioner and top managers to adopt something different from what the staff recommends.

Do you smell a rat? I did, so I called DNR Commissioner Mark Holsten to ask why the decision was made to adopt the liberal regulation.
